Land Development Project Manager

Reports to: 

SVP of Housing Development 

 

Work Location:  Tampa, Florida 

First 90 days of employment – in office full-time 

Hybrid after 90 days of employment 

 

Summary/Objective: 

The Land Development Project Manager is critical to the overall business of entitlement, permitting, and horizontal preparation of building lots and land intended for development. This position is imperative and integral to the business, providing necessary feedback on entitlement processes and jurisdiction-specific development regulations for zoning, tree and landscape, subdivision, and other typical code issues, as well as communicating status of any site-related issues with the Construction Department to ensure a smooth hand-off of build-ready lots for vertical construction.  

 

Essential Functions: 

  • Directly manages the initial phase of developments; including site and building design, land/development entitlements, funding/budget and horizontal construction.  
  • This individual will act as a liaison between real estate staff/partners, third-party operators, in-house construction, external design/engineering consultants, and other related associates. 
  • This position will organize and oversee land development activities and ensure they are completed in a timely and efficient manner without exceeding budget. 
  • Prepare lot evaluations, as needed. 
  • Monitor and order property maintenance activities, such as mowing, trash/debris pickup, etc.  
  • Manage incoming code enforcement citations, violations, and other related notices and payment of any required fees. Attend and present at enforcement hearings on behalf of the organization as needed.  
  • Develop strong external relationships with third party consultants, government agencies, local developers, and city and county officials and staff. 
  • Ensure all permits and licenses from appropriate authorities are obtained. 
  • Communicate status of any site related issues with Construction Department through detailed report. 
  • Conduct field visits to properties during site development and pre-construction activities to represent organization in field meetings and to ensure site preparation is completed on time.   
  • Prepares and solicits Requests for Proposal (RFP) for infrastructure projects.  Develops relationships with prospective companies to enable multiple bids for each RFP. 

Competencies: 

  • The Land Development Project Manager should be a positive, energetic, hands-on leader who is able to engage and communicate with a wide range of stakeholders. 
  • Strong candidates will demonstrate both a strategic mindset, analytical mentality, great organizational skills and a deep passion for the Habitat mission. 
  • Proven experience as project manager or land/site development manager. 
  • Familiarity with construction/project management software. 
  • Clean driving record and reliable transportation. 
  • Ability to read, analyze and interpret general policy information. 
  • Ability to read, analyze and interpret site and building plans, and request revisions as needed. 
  • Understands how to separate and combine tasks into efficient workflow. 
  • Ability to establish and maintain market and neighborhood expertise. 
  • Thorough knowledge of land entitlement and site development for single family homes. 
  • Knowledge of municipal codes, permit processing and residential building codes. 

 

Work Environment: 

The work environment characteristics described here are representative of those that an associate encounters while performing the essential functions of this job in an office.  This role routinely uses standard office equipment such as computers, printers, copiers, phones, tablets, filing cabinets, and fax machines and driving to monitor property maintenance and site development/pre-construction activities at jobsites.     

 

Physical Demands: 

The physical demands described here are representative of those that must be met by an associate to successfully perform the essential functions of this job.  While performing the duties of this job, the associate performs the following activities: standing; walking; bending squatting, use hands, reach with hands/arms, listen and communicate. 

 

Position Type/Expected Hours of Work: 

This is a full-time exempt position.  The typical workweek is Monday – Friday with some evenings and weekends required.   

 

Education, Experience and Attributes: 

  • In depth understanding of and commitment to the HFHHC mission of building homes, community and hope. 
  • Bachelor’s degree and at least three (3) years of experience in land development, project management, and permitting; OR An equivalent combination of education (not less than possession of a high school diploma/GED), training, and experience that would reasonably be expected to provide the job-related competencies noted above. 
  • Valid driver’s license and ability to travel as needed.  Access to a car is required to fill some of the duties of this position. 
  • Proficient with Microsoft Office.

Construction Site Supervisor Neighborhood Revitalization

Reports to:

VP of Veterans Build & Neighborhood Revitalization Manager

 

Summary/Objective:

This position is responsible for the project managing of home repairs for income eligible homeowners, veterans, and elders aging in place but may also include new construction, rehabilitation, and weatherization projects.

 

Essential Functions:

 

  • Conduct hands-on construction tasks including, but not limited to, painting and landscaping, soffit/fascia and porch or deck repairs, accessibility ramps, install smoke detectors, etc.
  • Conduct minor home repairs that do not require subcontracting or permitting.
  • Maintain project related tools and materials.
  • Manage subcontractors.
  • Coordinate project schedules with Volunteer Coordinator.
  • Lead volunteers and facilitate a safe and positive experience for everyone on site.
  • Maintain site safety by adhering to Habitat construction safety policies, modeling best practices and guidelines, volunteer instruction and site monitoring.
  • Participate in planning and budgeting related to assigned area of responsibility.

  • Willingness to maintain the flexible work schedule necessary to fulfill the responsibilities of this position, including evenings and weekends as needed.

tablets, filing cabinets, and fax machines.  In addition, this role will entail the receipt, storage and transport of construction materials and tools in bulk.

 

Physical Demands:

The physical demands described here are representative of those that must be met by an associate to successfully perform the essential functions of this job.  While performing the duties of this job, the associate perform the following activities: standing; walking; working overtime and weekends as need; exposure to heat, wind, and rain; ladder climbing and general comfort on two story roofs; residential construction skills, driving large trucks and construction equipment; ability to lift 50 pounds or more.

 

Position Type/Expected Hours of Work:

This is a full-time non-exempt position. The typical workweek is Monday through Friday with occasional evenings and weekends.

 

Education, Experience and Attributes:

 

  • High School Diploma or equivalent and at least 2 years of experience in construction site management.
  • Clean driving record and ability to travel within Hillsborough County as needed.
  • Bilingual Spanish is preferred.
  • Neat and clean professional appearance.
